A cargo hold meets every criterion of a confined space under maritime safety regulations, enclosed, limited entry and exit, not designed for continuous occupancy, and capable of developing hazardous atmospheres without external indication.
The danger lies in what cannot be detected by human senses. A crew member entering an oxygen-depleted hold may take three or four breaths before losing consciousness, with no opportunity to call for help or retreat.
A 2018 Incident That Should Never Be Forgotten
Two crew members entered a hold that had carried grain six weeks earlier, intending to inspect the space before loading coal. Neither carried a gas detector. The hold had remained closed and unventilated throughout the intervening period. Residual grain in the bilges had fermented, producing carbon dioxide that displaced oxygen in the lower portion of the hold.
Both men collapsed within seconds of reaching the tank top. A third crew member attempted an immediate rescue without breathing apparatus, and also collapsed. All three died before emergency response could reach them.
Proper atmospheric testing and continuous ventilation would have identified the hazard before anyone entered the space. Three deaths, each one preventable through procedures that take less than thirty minutes to complete.
Where Oxygen Actually Goes
Oxygen depletion in cargo holds occurs through several mechanisms, consumption by rusting steel surfaces, displacement by heavier gases such as carbon dioxide, and absorption by cargo residues undergoing chemical or biological reactions.
None of this announces itself. The steel does not warn anyone. The air simply becomes lethal, quietly, while looking exactly like the air a person breathed the day before.
