Suppose government revenue during a year equals 100 units while expenditure reaches 108. Eight units require financing, creating a fiscal deficit. According to Unconventional Levers by Dr Uppiliappan Gopalan, this single year gap is very different from the much larger concept most people confuse it with, public debt.
A Flow vs a Stock
Fiscal deficit is a period flow. Public debt is an accumulated stock. A household analogy makes the distinction easy to retain, spending above income during one year creates a current financing gap, while mortgages and other outstanding loans represent obligations accumulated through earlier decisions.
Why This Distinction Actually Matters
A government can carry substantial existing debt while running a modest current deficit. Another can enter a crisis with moderate debt and experience a very large temporary deficit. One captures the current financing requirement, Dr Gopalan explains, while the other shows how many earlier financing decisions remain present in the budget.
